Every call to a data endpoint counts as one, whatever it returns. Health checks, sign-in and the usage endpoint are not counted.
Requests past the quota are answered with HTTP 429 and a Retry-After header saying how many seconds until the minute resets. Nothing is billed and nothing is queued; retry after the wait.
